Government Guidance

Title:  Creating an action plan: guidance for employers

Author: Gov.UK

Published:  4 March 2026

Overview: This government guidance helps employers create practical action plans to reduce their gender pay gap while improving support for employees experiencing menopause. It provides a structured, step-by-step process covering how to identify workplace issues, select evidence-informed actions, write a supporting narrative, publish the plan, measure progress, and review outcomes over time.

Currently, employers with 250 or more employees can publish these action plans voluntarily alongside their gender pay gap reporting. Subject to legislation, they are expected to become mandatory from Spring 2027. The guidance also includes 18 evidence-informed actions, with employers required to choose at least one menopause-related action and one gender pay gap action.

Why it matters: This guidance marks a significant shift from simply reporting gender pay gap data to demonstrating meaningful action. By specifically including menopause within the action planning process, the UK Government recognises menopause as an important workplace issue that can affect employee wellbeing, retention, productivity and gender equality.

For employers, the guidance provides a clear framework for embedding menopause support into wider equality and wellbeing strategies. For HR professionals and business leaders, it offers practical, evidence-based recommendations that can help organisations prepare for future legal requirements while creating more inclusive workplaces.
